U.S. Report On Israel War Conduct Is "Delayed"

The Biden administration’s report on whether Israel has violated U.S. and international humanitarian law during the war in Gaza has been delayed indefinitely, three Senate aides and a House aide told POLITICO.The State Department has been expected to issue a report Wednesday with a determination on whether Israel has violated international humanitarian law since the war in Gaza began. If so, the U.S. would be expected to stop sending Israel military assistance.But the report won’t be finished by Wednesday, said the aides, granted anonymity to discuss internal communications. In an email, the Biden administration notified the Hill that it will miss the date — without providing a clear reason why.The email said the report is “briefly delayed,” but doesn’t provide a specific timeline.That’s more definitive than the message from State Department spokesperson Matthew Miller to reporters on Tuesday afternoon. He said that the report wasn’t yet finished, but added: “We are trying very hard to meet that deadline … It’s possible it slips just a little bit, but we are trying to get it done by tomorrow.” Miller noted that the deadline was a self-imposed one rather than a requirement.Asked why the report is delayed, the National Security Council deferred to State. The State Department didn’t immediately respond to a request for comment.

France and China call for Palestinian state

Israel strongly opposes the plan despite support from many world powers, including the US.China and France have called for the creation of an independent Palestinian state, according to a joint statement issued during Chinese leader Xi Jinping’s two-day official visit with French President Emmanuel Macron in Paris.The so-called two-state solution, a plan to create a Palestinian state within territory occupied by Israel since 1967, is supported by the UN and a raft of individual nations, including Israel’s key ally the US. If implemented, it would likely require the Jewish state to remove its settlers from the occupied territories.Macron and Xi have called for “a decisive and irreversible relaunch of a political process” to implement “the two-state solution with Jerusalem as their capital, and the creation of a viable, independent and sovereign Palestinian state on the basis of the 1967 lines,” the joint statement reads.

1 Million Palestinians Face Starvation As Israel "Chokes Off" Aid

Jens Laerke, a spokesman for the U.N. humanitarian office, said in a news briefing that Israel had “choked off” the two main arteries for getting aid into Gaza. If fuel is not able to enter the enclave for some time, he added, “it would be a very effective way of putting the humanitarian operation in its grave.”The main United Nations agency that helps Palestinians in Gaza said Tuesday that the “catastrophic hunger faced by people especially in northern Gaza will get much worse” if aid shipments through the Rafah border crossing were interrupted.“This dangerous escalation threatens the lives of more than a million Palestinians who depend primarily on this crossing, as it is the main lifeline of the Gaza Strip,” it said in a statement.Figures from the United Nations show that on Sunday, the most recent day for which data is available, 128 aid trucks entered Gaza through the Kerem Shalom crossing and none entered through Rafah. With the closures of those two crossings, it was not immediately clear how much aid was getting through to Gaza through the other avenues on Tuesday. COGAT, the Israeli agency overseeing aid deliveries into Gaza, said on Tuesday that 60 trucks had passed through the Erez crossing.
